Extends the repeal date of Section 77-7-345 from July 1, 2024 to July 1, 2027, continuing the Commissioner of Public Safety's authority to operate a voluntary commercial motor vehicle inspection program.

Authorizes the Commissioner to establish rules for annual voluntary inspections of commercial motor vehicles (trucks, tractors, trailers, semi-trailers, pole trailers) for compliance with federal and state motor carrier safety regulations.

Requires inspectors to access vehicle maintenance logs and mandates that participating vehicles display an inspection decal or sticker that remains on the vehicle.

Establishes that inspections are voluntary and not mandatory, with reasonable inspection fees deposited into the Commercial Transportation Enforcement Division's operating fund.

Preserves enforcement authority of the Commercial Transportation Enforcement Division to monitor and enforce violations under existing law.
