Reenacts sections 77-1-1 through 77-1-49 of the Mississippi Code establishing the Public Service Commission with three elected members, one from each Supreme Court district, serving four-year terms.

Extends the automatic repeal date for statutes creating the Public Service Commission and prescribing its powers and duties from December 31, 2024 to December 31, 2027.

Removes the automatic repeal provision from Section 77-1-55, which authorizes the Public Service Commission and Public Utilities Staff to hire attorneys and consultants (up to $1,500,000 per agency per utility in any twelve-month period) for monitoring interstate rates and seeking relief in federal forums.

Adds Section 77-1-53 (enforcement procedures for statute violations) to the list of sections included in the December 31, 2027 repealer, allowing for possible amendment before expiration.

Takes effect July 1, 2024.
