Reenacts Sections 73-7-1 through 73-7-37 of the Mississippi Code, which establish the State Board of Cosmetology and define its authority, composition, and regulatory duties over cosmetologists, estheticians, manicurists, and related professions.

Extends the repealer date for the State Board of Cosmetology from July 1, 2024, to July 1, 2027, allowing the board to continue operating for an additional three years.

Maintains existing licensing, examination, and fee requirements for cosmetologists, estheticians, manicurists, instructors, salons, and schools of cosmetology.

Preserves the board's disciplinary authority, including the ability to revoke or suspend licenses, issue fines, and hold hearings for violations of cosmetology regulations.

Exempts from regulation persons whose practice is limited to makeup artistry, threading, or eyelash extensions (when performing no more than three such practices combined), as well as barbers and certain hair braiders.
