Extends the deadline for the Mississippi Department of Health to award grants to qualified health centers from July 1, 2024 to July 1, 2027.

Maintains the requirement for care grants of at least $4,000,000 per state fiscal year to increase access to preventative and primary care services for uninsured and medically indigent patients.

Continues physician grants to qualified health centers to provide one-time salary supplements for recruiting primary care physicians, with physicians required to commit to at least three consecutive years of full-time employment.

Requires physicians who abandon employment before three years to repay a pro rata share of the grant, with the department authorized to pursue legal action for recovery.

Establishes an advisory council composed of department employees, qualified health center executives and providers, and independent healthcare providers to review and recommend grant awards to the department.
