Extends the repeal date of Harper Grace's Law from July 1, 2024 to July 1, 2027, continuing authorization for research and medical use of cannabidiol (CBD) solution.

Permits the University of Mississippi Department of Pharmacy Services and other state-approved entities to dispense CBD solution prepared from cannabis extract or hemp for treatment of debilitating epileptic conditions.

Provides affirmative defense against marijuana possession charges when CBD solution is possessed or used pursuant to physician order for debilitating epileptic conditions by patients or their guardians.

Prohibits child removal proceedings and criminal prosecution of state employees based solely on authorized possession or use of CBD solution under the law.

Requires patients to execute hold-harmless agreements releasing the state and its agencies from liability related to CBD solution research, production, and administration.
