Establishes the "Mississippi Kratom Consumer Protection Act" to regulate kratom product preparation, distribution, and sale under Department of Health administration.

Prohibits processors and retailers from selling kratom products that are adulterated or contaminated with dangerous non-kratom substances, contain synthetic alkaloids, exceed 2% 7-hydroxymitragynine in alkaloid composition, or lack adequate labeling with recommended serving sizes.

Bans distribution and sale of kratom products to individuals under 21 years of age.

Imposes administrative fines of up to $1,000 for first violations and up to $5,000 for subsequent violations, with good faith reliance on manufacturer representations available as a defense for retailers.

Takes effect July 1, 2024.
