Repeals Section 9-7-26 authorizing appointment of four temporary special circuit judges for the Seventh Circuit Court District.

Creates one inferior court within the Capitol Complex Improvement District (CCID) effective January 1, 2024, with jurisdiction over preliminary and criminal matters that would normally go to municipal court.

Establishes that the Chief Justice of the Mississippi Supreme Court shall appoint the CCID inferior court judge, with compensation provided by the Administrative Office of Courts at rates no less than Jackson municipal court judges.

Clarifies that appeals from the CCID inferior court shall follow the same procedures as appeals from municipal courts under Sections 11-51-81 and 11-51-95, with certiorari review available.

Sunsets the CCID inferior court provision on July 1, 2027, and deposits all fines, penalties, fees, and costs collected with the City of Jackson municipal treasurer.
