Authorizes issuance of state general obligation bonds not to exceed $3,000,000 to assist the City of Jackson with acquiring land and buildings in the Farish Street Historic District, demolishing structures, and constructing a park.

Creates the "2024 City of Jackson Farish Street Historic District Park Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may mature up to 25 years from issuance, bear interest rates not exceeding limits in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

Prohibits use of funds to acquire land within 400 feet of premises licensed under the Local Option Alcoholic Beverage Control Law unless the city has already acquired the land or executed binding documents before receiving funds.

Bonds must be issued by July 1, 2028; any remaining funds after project completion shall be applied to pay debt service on the bonds.
