Authorizes the State Bond Commission to issue general obligation bonds not exceeding $440,565 to assist the City of Baldwyn, Mississippi with construction, engineering, and related costs for paving Ripley Road.

Creates a special fund designated "2023 City of Baldwyn Ripley Road Fund" within the State Treasury to receive bond proceeds and disburse funds for the road project.

Bonds may mature up to 25 years from issuance, bear interest at rates not exceeding limits set in Mississippi Code Section 75-17-101, and are backed by the full faith and credit of the State of Mississippi.

Prohibits bond issuance after July 1, 2028, and requires completion certification from the commission; any remaining fund balance after project completion shall be applied to bond debt service.

Bonds and income from bonds are exempt from Mississippi state taxation, and proceeds can only be used for the specified project and related issuance costs.
