Authorizes the issuance of state general obligation bonds not to exceed $2,975,000 to fund repairs, upgrades, and improvements for Scenic Rivers Development Alliance projects in five counties: Walthall, Pike, Amite, Franklin, and Wilkinson.

Creates a special "2024 Scenic Rivers Development Alliance Fund" within the State Treasury to disburse bond proceeds for facility equipment, parking repairs, road repairs, building repairs, site development, river/lake access, erosion control, and utility upgrades at specified parks and facilities.

Bonds may mature up to 25 years from date of issue at interest rates not exceeding limits set by Mississippi Code Section 75-17-101, with the full faith and credit of the State pledged for repayment.

Authorizes the State Bond Commission to determine bond terms, advertise for bids, issue and sell bonds, and pay all costs incident to issuance from bond proceeds; bonds are exempt from state taxation.

Effective July 1, 2024, with a deadline of July 1, 2028 for issuing any bonds authorized under this section; any remaining funds after project completion shall be applied to bond debt service.
