Authorizes the issuance of state general obligation bonds not to exceed $353,360.00 to assist the City of Baldwyn, Mississippi, with costs associated with the County Road 167 gas line extension project.

Creates a special fund designated "2024 City of Baldwyn County Road 167 Gas Line Extension Project Fund" within the State Treasury to receive and disburse bond proceeds for project costs.

Bonds may have a maturity of up to 25 years from issuance, bear interest at rates not exceeding limits set in Mississippi Code Section 75-17-101, and may be issued at any time before July 1, 2028.

Pledges the full faith and credit of the State of Mississippi for bond repayment, with the State Treasurer authorized to certify warrants for principal and interest payments from the State Treasury if appropriated funds are insufficient.

Bonds and income therefrom are exempt from all state taxation and may be validated through the Chancery Court of the First Judicial District of Hinds County; act becomes effective July 1, 2024.
