• Amends Mississippi Code Section 99-19-73 to redirect criminal offense assessments toward the Civil Legal Assistance Fund instead of multiple specialized funds.

• Establishes $1.00 assessment from traffic violations, $1.00 from Implied Consent Law violations, and $1.00 from other misdemeanors and felonies to fund civil legal assistance.

• Eliminates previous allocations to 30+ specialized funds (crime victims compensation, court education, prosecutor training, veterans benefits, etc.) effective July 1, 2024.

• Maintains existing assessment structure and amounts for speeding violations ($10-$30), railroad crossing violations ($25), drug violations ($25-$27), and uninsured motorist violations ($200-$400).

• Retains deposit procedures requiring court clerks to collect assessments monthly and report violation counts to the Department of Finance and Administration.
