Establishes the office of election commissioner as a nonpartisan office, prohibiting candidates from campaigning or qualifying based on party affiliation.

Prohibits political parties and affiliated committees from fundraising for, contributing to, or publicly endorsing candidates for election commissioner, and prohibits candidates from accepting such contributions.

Requires candidates for election commissioner to be listed alphabetically on ballots in a separate nonpartisan section with no reference to party affiliation.

Revises staggered terms for election commissioners in Districts Two and Four: those elected in 2027 serve three years, and those elected in 2030 and thereafter serve four-year terms.

Effective date of July 1, 2024.
