Creates a Board of Directors for the Department of Human Services consisting of 4 members appointed by the Governor and 3 members appointed by the Lieutenant Governor, with Senate advice and consent, effective July 1, 2024.

Board members shall be qualified Mississippi electors with initial appointments made by August 1, 2024, with staggered terms of 2, 3, and 4 years; thereafter members serve 4-year terms.

Board of Directors shall assist and oversee the Executive Director in governing the department, and the Executive Director must consult with the board before making any major decisions affecting department programs or policies.

Requires the Executive Director to attend all Joint Oversight Committee meetings and provide requested information and answer questions about department operations, programs, budget, and expenditures.

Board members receive per diem compensation as provided in Section 25-3-69 plus travel and reasonable expenses; this provision shall be repealed on July 1, 2026.
