Prohibits construction of or removal from the State Capitol grounds of any monument, display, statue, memorial, or nameplate unless authorized by an act of the Legislature.

Requires governing bodies to obtain legislative authorization before considering construction or removal of monuments, displays, statues, memorials, or nameplates on State Capitol grounds.

Maintains existing protections for war memorials and military-related structures on all public property (federal, state, and local) from relocation, removal, disturbance, alteration, or renaming, with exceptions for transportation facilities.

Allows relocation of memorials to more suitable locations for display purposes and permits protection, preservation, care, repair, and restoration of monuments without restriction.

Amends Section 39-5-5 to subject the Board of Trustees of the Department of Archives and History duties to the legislative authorization requirements for State Capitol grounds monuments.

Effective July 1, 2024.
