Authorizes boards of supervisors to designate the board's attorney to serve as a hearing officer in disputes regarding delinquent solid waste fees, in addition to the existing option of designating a disinterested individual.

Requires boards of supervisors to provide notice of delinquency to persons owing delinquent fees and afford them an opportunity for a hearing that complies with due process protections consistent with U.S. and Mississippi constitutions.

Maintains existing provisions allowing boards to notify tax collectors of unpaid fees within 90 days, enabling tax collectors to withhold motor vehicle road and bridge privilege license renewals until delinquent garbage fees are paid.

Preserves existing lien and assessment procedures for delinquent solid waste fees, including requirements for lien recording in chancery clerk offices in hard copy and/or digital format by January 1, 2024.
