Changes the Mississippi University Research Authority membership from a fixed five members to an odd number of members to be determined and appointed by the board.

Expands the pool of eligible appointees to include research officers from the University of Mississippi Medical Center in addition to the eight existing institutions of higher learning.

Replaces the "President of the Mississippi Resource Development Corporation" with the "Director of the Mississippi Development Authority" (or designee) as a member.

Retains the vice president of the board and adds the Commissioner of Higher Education as an ex officio, nonvoting member.

Effective July 1, 2024.
