Changes bid advertisement requirement from publication in a Jackson newspaper to posting on a commission-designated website for two successive weeks, with 14-60 days between posting and bid letting.

Allows notices of letting to be placed in metropolitan papers, national trade publications, or other locations that may increase competitive bidding.

Authorizes Mississippi Transportation Commission to use federally-approved alternative contracting methods including Design-Build, Progressive Design-Build, Construction Manager/General Contractor, and any hybrid or derivative methods approved by the U.S. Department of Transportation.

Defines Progressive Design-Build as a contract allowing the commission and contractor to progress toward a final design, scope, schedule and price for project or portions thereof.

Defines Construction Manager/General Contractor as a method where a construction manager engaged during design phase provides input on scheduling and pricing, and may become the general contractor if a guaranteed maximum price is negotiated.

Effective July 1, 2024.
