Prohibits any person from placing clothing, shoes, or other objects on high voltage overhead lines (voltage exceeding 600 volts).

Prohibits any person from assisting another person in violating the act's restrictions on high voltage line contact.

Establishes a 10-foot safety buffer zone around high voltage overhead lines for people and equipment, with exceptions for authorized utility workers and agricultural activities on private land.

Defines "high voltage" as voltage exceeding 600 volts between conductors or from any conductor to ground, and specifies categories of authorized persons allowed to work near such lines.

Takes effect July 1, 2024.
