Establishes a $3,000,000 cap on noneconomic damages in civil actions involving catastrophic injury, illness, or death that are pending or filed on or after January 1, 2024.

Defines "catastrophic injury or illness" to include spinal cord injuries with paralysis, amputations, severe brain injuries, extensive burns, blindness, internal organ damage, and conditions qualifying individuals for federal disability benefits under Social Security.

Maintains existing caps of $500,000 for health care malpractice cases and $1,000,000 for other civil actions filed after September 1, 2004.

Prohibits judges from informing juries about noneconomic damages limitations and requires judges to reduce any award exceeding the applicable cap.

Defines "noneconomic damages" as subjective losses including pain, suffering, emotional distress, and loss of enjoyment of life, excluding punitive damages.
