Adds new category of Medicaid eligibility effective July 1, 2024, for individuals under age 65 with income not exceeding 133% of Federal Poverty Level, excluding pregnant individuals and those with Medicare Part A or B coverage.

Limits benefits for newly eligible individuals to essential health benefits as defined under the Affordable Care Act of 2010, rather than full Medicaid coverage.

Restricts the new eligibility category to operate only while federal Medicaid matching percentage remains at least 90%, with automatic repeal on December 31, 2026.

Establishes that Division of Medicaid shall determine eligibility for the new category and requires federal waivers or state plan amendments as necessary for implementation.

Repeals Section 43-13-117 in its entirety on July 1, 2028, potentially affecting all Medicaid service provisions unless legislation is enacted to prevent repeal.
