Authorizes the Commissioner of Public Safety to create rules and regulations allowing homeless persons to obtain an alternative state identification card that does not require proof of domicile.

Defines "homeless" as lacking a fixed, regular and adequate residence, or living periodically in a public or private shelter or location that provides temporary living arrangements.

Exempts homeless persons from standard identification card requirements in Sections 45-35-7 and 45-35-5, allowing alternative documentation procedures as determined by the Commissioner.

Establishes that the alternative identification card must comply with federal Real ID Act of 2005 requirements except for the domicile proof provision.

Effective date: July 1, 2024.
