Reduces simple possession of 30 grams or less of marijuana from a criminal offense to a civil penalty of up to $100, deposited to the municipality or county general fund.

Maintains criminal penalties for possession of more than 30 grams of marijuana and for synthetic cannabinoids (10 grams or less treated as a civil/fine offense).

Second conviction within two years for possession of 30 grams or less becomes a misdemeanor with $250 fine, up to 60 days in county jail, and mandatory drug education program.

Third or subsequent conviction within two years becomes a misdemeanor with $250-$1,000 fine and up to six months county jail confinement.

Grants municipal courts jurisdiction over civil offenses in addition to their existing authority over municipal ordinance violations and state misdemeanor laws.
