Redirects $2,000,000 in Gulf Coast Restoration Funds from the Mississippi Development Authority to the City of Ocean Springs for public works redevelopment and relocation projects.

Allows Gulf Coast Restoration Funds appropriated to the Ocean Springs Redevelopment Authority to be provided directly to the City of Ocean Springs if the Redevelopment Authority is not established.

Authorizes the City of Ocean Springs to use $1,000,000 from Capital Expense Funds appropriated for beach sidewalk paving to instead pave sidewalks throughout the entire city.

Amends funding provisions in prior appropriation laws (2021, 2022, and 2023) to clarify project recipients and expand the scope of allowed uses for Ocean Springs infrastructure projects.
