Raises the threshold for public purchases without competitive bidding from $5,000 to $15,000 in Section 31-7-13, Mississippi Code of 1972.

Increases the threshold for purchases requiring only two competitive written bids (instead of public advertisement) from over $5,000 to over $15,000 but not more than $75,000.

Applies the new $15,000 threshold throughout the purchasing statute, including provisions for construction project component breakdowns and bid specifications.

Takes effect July 1, 2024.
