Declares hold harmless clauses, indemnification provisions, and requirements to name additional insureds on professional liability policies void and unenforceable in contracts with design professionals (architects, engineers, surveyors, geologists).

Establishes that design professionals must meet the professional skill and care ordinarily provided by similar professionals in the same locality and circumstances, and this standard of care cannot be altered by contract terms.

Allows parties to require design professionals to name them as additional insureds on general liability or automobile liability policies, but not on professional liability insurance.

Requires attorneys filing complaints against design professionals to certify they have consulted with a licensed professional in the same field to determine the claim has a reasonable basis.

Takes effect July 1, 2024.
