Amends Mississippi Constitution Section 33 to allow citizens to propose new laws and amend or repeal existing laws through initiative petitions, with approval by statewide election independent of the Legislature.

Requires initiative petitions to be signed by at least 8% of qualified electors over a 12-month period, with signatures from any congressional district not exceeding a proportional share of total required signatures.

Prohibits initiatives from: proposing constitutional amendments, affecting the Public Employees' Retirement System, creating local or special laws, appropriating state funds, addressing abortion, or repealing right-to-work protections.

Requires initiative sponsors to identify funding sources and amounts, and mandates the Legislative Budget Office prepare fiscal analyses appearing on ballots; limits three initiatives per ballot, with the first three certified placed on the next general election at least 90 days away.

Approved initiatives become law without gubernatorial signature or veto, cannot be amended substantively or repealed for two years except for emergencies requiring three-fifths legislative vote, and take effect 30 days after official declaration unless otherwise specified.
