Fannie Lou Hamer was a voting rights advocate and civil rights leader born in Montgomery County, Mississippi in 1917 who fought for voter registration and equality, suffered forced sterilization, and worked on the Freedom Farm Cooperative until her death in 1977

Senator Hiram Rhodes Revels was the first African American to serve in the U.S. Congress, elected to the U.S. Senate from Mississippi in 1870 and served until 1871, championing education for African Americans and fighting racial segregation

Requests the Governor of Mississippi affirm the Legislature's efforts by issuing a proclamation and creating a commission of Mississippi artisans to solicit private contributions for creation and placement of the new statues

Under 2 USC Section 2132, states may request replacement of previously placed statues with representations that are more socially inclusive and representative of the state's diverse citizenry, with the state bearing all associated costs
