Amends Joint Rules by creating new Joint Rule 41 to enable remote participation in all House and Senate committee meetings and floor sessions beginning with the 2025 Regular Session.

Requires House Management Committee and Senate Rules Committee to jointly implement electronic or technological means allowing members to participate remotely in debate and voting without physical presence.

Designates remote participants as present for attendance and quorum purposes, with remote votes having the same legal effect as in-person votes and being recorded in the journal.

Allows Speaker of the House and Lieutenant Governor to jointly determine when in-person meetings pose increased health risks and mandate remote-only sessions for the agreed-upon duration.

Overrides any conflicting House or Senate rules that would prevent remote participation by members in committee meetings or floor sessions.
