Declares Mississippi as a "Second Amendment Sanctuary" state to protect citizens' right to keep and bear arms under the Second Amendment and Mississippi Constitution Article 3, Section 12.

Expresses legislative intent to oppose any federal or state laws that unconstitutionally restrict Second Amendment rights of Mississippi citizens.

Prohibits use of state public funds to restrict Second Amendment rights or to aid federal agencies in restricting those rights.

Commits legislature to use legal means including court action to oppose infringements on the right to keep and bear arms.
