Amends Section 273 of the Mississippi Constitution to modify the pro rata signature requirement for initiative petitions based on the current number of congressional districts.

Changes the signature limit from "one-fifth (1/5) of total signatures required" to "total signatures required divided by the number of congressional districts in existence on the day the petition is filed."

Maintains the overall requirement that initiative petitions must be signed by qualified electors equal to at least 12% of votes cast for Governor in the last gubernatorial election over a twelve-month period.

Proposed amendment will be submitted to qualified electors on the first Tuesday after the first Monday of November 2024.

Does not change other initiative petition requirements including voter approval thresholds, legislative review procedures, or restrictions on what can be amended through the initiative process.
