Amends Section 241 of the Mississippi Constitution to establish that persons convicted of voter fraud, bribery, theft, arson, obtaining money or goods under false pretense, perjury, forgery, embezzlement, or bigamy shall have voting rights suspended upon conviction.

Provides that voting rights are automatically restored once the convicted person satisfies all sentencing requirements including parole, excluding murder and rape convictions which remain permanently disqualifying.

Repeals Section 253 of the Mississippi Constitution, which previously allowed the legislature to restore voting rights through a two-thirds vote of both houses.

Submits the proposed amendment to qualified electors for a vote on the first Tuesday after the first Monday of November 2024.
