Amends Section 241 of the Mississippi Constitution of 1890 to require that only U.S. citizens are allowed to vote, changing "Every inhabitant" to "Only an inhabitant"

Maintains existing voter qualifications including age 18 or older, one year state residency, one year county residency, and six months precinct/city residency

Maintains existing disqualifications for individuals convicted of murder, rape, bribery, theft, arson, obtaining money under false pretense, perjury, forgery, embezzlement, or bigamy

Requires submission of the proposed amendment to qualified electors at the election held on the first Tuesday after the first Monday of November 2024

Ballot explanation states: "This proposed constitutional amendment provides that only citizens of the United States are allowed the opportunity to vote"
