Establishes procedures for Mississippi Legislature to appoint five commissioners to represent the state at an Article V constitutional convention, with appointments made by joint session majority vote.

Requires commissioners to meet specific qualifications: U.S. citizen for 5+ years, Mississippi resident for 5+ years, age 25+, registered voter, and cannot be federal lobbyists, employees, or have held federal office within past 10 years or felony convictions involving moral turpitude.

Limits commissioners' authority to vote only on subject matter enumerated in the state applications that triggered the convention and prohibits voting to alter traditional convention rules (one vote per state) or change guaranteed individual liberties in the Constitution and specified amendments (13th, 14th, 15th, 19th, 23rd, 24th, 26th).

Creates a three-member advisory committee to monitor commissioners' compliance with their commission, provide guidance within 24 hours of requests, and immediately remove commissioners who exceed their authority.

Commissioners receive compensation and expenses equal to House members, must take a binding oath limiting them to their commission's authority, and can be recalled at any time by the Legislature or suspended by the advisory committee for violations.
