Requests the Joint Committee on the Library of Congress approve replacing Mississippi's statue of Jefferson Davis in the U.S. Capitol's Statuary Hall with a statue of either B.B. King or Elvis Presley.

Authorizes the state to pay all costs associated with the replacement, including design, construction, transportation, placement of the new statue, and removal of the Davis statue.

Requests the Governor issue a proclamation approving the replacement and establish a commission of Mississippi artisans and artists to solicit private contributions for creating and placing the new statue.

Cites Mississippi's designation as the "Birthplace of America's Music" and the legacies of B.B. King and Elvis Presley as cultural ambassadors representing the state's musical heritage and evolution.

Directs copies of the resolution be sent to the Joint Committee on the Library of Congress, Mississippi's Congressional delegation, and the Capitol Press Corps.
