Amends Section 273 of the Mississippi Constitution to modify signature requirements for initiative petitions by changing the pro rata limit from one-fifth (1/5) to a formula divided by the current number of congressional districts.

Limits signatures from any single congressional district to the total required signatures divided by the number of congressional districts in existence on the day the petition is filed.

Removes excess signatures from any congressional district that exceed the per-district limit when determining petition qualification for ballot placement.

Scheduled for voter approval at the November 2024 general election.

Ballot explanation states the amendment "conforms the pro rata signature requirements of congressional districts for initiative petitions to the current number of congressional districts."
