Highlights the contributions of disc jockeys, radio stations (WRTM 100.5, WMPR 90.1, WGNL 104.3, Blues 93.1), promoters, and organizations like the Southern Soul Foundation in advancing the genre.

Credits the Farish Street Heritage Festival, recognized as the oldest Southern Soul festival in the world at 39 years old, and the Jackson Music Awards (50 years) for celebrating Southern Soul achievements.

Directs copies of the resolution to the City of Jackson's Mayor and City Council, the Jackson Convention and Visitors Bureau, and the Capitol Press Corps.
