Commends and congratulates Parker A. Howard of Troop 3 Carterville Baptist Church in Petal, Mississippi, for earning the rank of Eagle Scout from Boy Scouts of America.

Recognizes Parker as a 17-year-old 11th grade honor roll student at Petal High School who progressed through BSA ranks and earned numerous merit badges including camping, citizenship, communication, first aid, and wilderness survival.

Honors Parker's Eagle Scout Service Project, which involved designing and building robotics tables for Petal Primary School to support student robotics engineers and competitions.

Acknowledges that Eagle Scout rank is attained by only five percent of Boy Scouts of America participants and signifies strong personal character, citizenship, and fitness.

Directs that copies of the resolution be furnished to Parker A. Howard, his troop, and members of the Capitol Press Corps.
