Creates new House Rule 104C requiring each House committee that considers suffrage bills to establish and post a list of objective factors and criteria used to determine which bills will be taken up.

Requires criteria to be fair, accessible, and based only on objective factors that are not overly burdensome or costly to verify; applicants satisfying the criteria will have their suffrage bill move forward with no additional inquiry.

Mandates criteria include verification that the person was convicted of a disenfranchising crime (using a list maintained by the State Attorney General) and either completed their sentence including probation/parole or has not been incarcerated in state prison within the last five years.

Requires the factors and criteria to be published on the official Mississippi House of Representatives website.

Takes effect immediately upon adoption by the House of Representatives.
