Splits Appropriations Committee into five separate committees: Appropriations A (33 members), Appropriations B (9 members), Appropriations C (9 members), Appropriations D (9 members), and Appropriations E (9 members).

Establishes that the chairman of Appropriations A Committee serves as an ex-officio voting member of Appropriations B, C, D, and E Committees, and all members of the subcommittees must also serve on Appropriations A Committee.

Reduces membership on Banking and Financial Services Committee from 29 to 21 members, Energy Committee from 27 to 21 members, Insurance Committee from 27 to 21 members, Wildlife Fisheries and Parks Committee from 15 to 21 members, and Workforce Development Committee from 15 to 21 members.

Increases Transportation Committee membership from 29 to 33 members and creates new standing committees for Business and Commerce (17 members), Housing (7 members), and State Affairs (13 members).

Prohibits members from serving on both Ways and Means Committee and any Appropriations Committee, and specifies that Appropriations B, C, D, and E Committees shall not have vice chairmen.
