Adopts permanent rules for the Mississippi House of Representatives governing the 2024-2028 legislative term, covering Speaker duties, committee structure, debate procedures, bill processing, and ethics standards.

Establishes the Speaker Pro Tempore office with a four-year term, requiring election by the House to serve in the Speaker's absence, assume the role permanently upon Speaker death or resignation, and preside over the House Management Committee.

Creates the House Management Committee composed of the Speaker Pro Tempore as chairman, the Speaker, and 10 other members (one at-large plus two from each congressional district) with year-round operations authority over House business affairs, staffing, and facility management.

Maintains 43 standing committees with specified membership sizes ranging from 7 to 33 members, prohibits members from serving simultaneously on Ways and Means and Appropriations Committees, and requires members to serve on at least four committees.

Establishes comprehensive ethics rules through an 8-member Ethics Committee with authority to investigate complaints, conduct confidential or public hearings, and issue advisory opinions on legislative ethics matters, with violations subject to House censure or dismissal.
