MS SB2007

Establishes the Mississippi Student Absentee Voter Act allowing registered Mississippi voters enrolled at institutions of higher education to vote by absentee ballot when absent from their home county or municipality due to their studies.

Requires absent voters to submit a duly executed Mississippi Student Postcard Application to request absentee ballots, with the Secretary of State authorized to promulgate rules establishing application procedures, delivery methods, and enrollment verification.

One approved application serves as a request for absentee ballots for all primary, general, special, and runoff elections through the next federal general election occurring after application approval.

Authorizes registrars to transmit ballots and receive voted ballots and applications via mail, facsimile, or electronic mail at the voter's request, with all voted ballots received electronically to be placed in official envelopes by election staff.

Takes effect July 1, 2024; applications must be submitted at least 45 days before an election, and registrars must process applications within 14 days of receipt.
