MS SB2021

Creates new felony crime for persons 24 years or older who engage in sexual activity with persons 16 or 17 years old, with penalties of $1,000-$5,000 fine and/or 2-15 years imprisonment for first offense, up to 20 years for second offense.

Defines "sexual activity" as oral, anal, or genital penetration by or union with sexual organ of another or anal/genital penetration by any object, excluding bona fide medical procedures.

Authorizes courts to issue criminal sexual assault protection orders prohibiting offender contact with victim for minimum 2 years after sentence expiration, with violations constituting misdemeanor punishable by up to $500 fine and/or 6 months jail time.

Adds new offense to sex offender registration requirements under Section 45-33-23, requiring offenders to register with Mississippi Department of Public Safety.

Brings forward existing statutes on statutory rape (97-3-65) and sexual battery (97-3-95 and 97-3-101) for potential amendment; effective July 1, 2024.
