Creates a seven-member study committee to examine unmerchantable and uninsurable titles resulting from land sales for nonpayment of taxes and recommend solutions

Committee composition includes 3 Senate members appointed by the Lieutenant Governor, 3 House members appointed by the Speaker of the House, and the Secretary of State as a nonvoting ex officio member

Appointments must be made within 30 days of the act's effective date; committee shall elect its own chairman, vice chairman, and adopt rules for conducting business

Secretary of State shall provide staff and support; state agencies and political subdivisions must provide requested facilities, assistance, information, and data to support the committee's work

Study committee shall be dissolved on or before January 1, 2025
