Amends Mississippi Code Section 63-21-30 to restrict permanent retirement of manufactured home or mobile home titles to real property only if the home was manufactured on or after January 1, 2000

Allows owners of manufactured homes affixed to real property to file an affidavit of affixation with the chancery clerk to retire the title, converting the home into real property for tax and legal purposes

Requires affidavit of affixation to include manufacturer details, legal property description, proof of ownership, lien disclosures, evidence of utility connections, wheel/axle removal, and paid property taxes

Permits owners to later sever the manufactured home from the real property by filing an affidavit of severance with the chancery clerk and obtaining a new certificate of title from the Department of Revenue

Allows owners to file an affidavit of destruction if a home with retired title is destroyed or becomes uninhabitable, with the affidavit recorded in chancery clerk records
