Prohibits settlement terms in civil proceedings between public bodies and other parties from being made confidential by the parties or sealed by courts.

Defines "public body" to include state departments, agencies, political subdivisions, municipal corporations, and charter school governing boards.

Defines "public records" as all documents and materials used in the conduct of public body business, excluding personal information as defined in Section 25-62-1.

Establishes definitions for "investigative report" and "incident report" related to law enforcement records, with investigative reports exempt from disclosure when they would harm investigations or endanger safety.

Effective date: July 1, 2024.
