Establishes a secure internet website administered by the Secretary of State in coordination with the Mississippi Department of Public Safety to allow electronic voter registration applications.

Requires applicants to have a current and valid Mississippi driver's license or photo identification card and to affirm U.S. citizenship; applicants who decline to register or indicate non-citizenship cannot be further contacted.

Directs the Secretary of State to verify applicant information (driver's license number, name, date of birth, citizenship status) against records maintained by the Department of Public Safety before registration is processed.

Allows registered voters to change their name, address, or other registration information through the online system; applications rejected if information does not match Department of Public Safety records or if incomplete.

Amends voter registration statutes to recognize online applications submitted through the secure website as valid voter registration methods and establishes the submission date as the official registration date for online applicants.

Effective date: July 1, 2024.
