Defines "bioenergy with carbon capture and storage" as the process of capturing and permanently storing carbon dioxide from biomass energy generation.

Requires bioenergy produced from biomass to be considered renewable and carbon neutral, and carbon negative when paired with carbon capture and storage technology.

Requires bioenergy produced from agricultural harvesting to be considered renewable and carbon neutral, and carbon negative when paired with carbon capture and storage technology.
