Authorizes issuance of state general obligation bonds not to exceed $150,000 to assist the Town of Rolling Fork, Mississippi in acquiring and placing a Muddy Waters memorial sculpture.

Creates a special fund designated "2024 Town of Rolling Fork Muddy Waters Memorial Sculpture Fund" within the State Treasury to receive bond proceeds and disburse them for project costs.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits in Section 75-17-101 of Mississippi Code, and no bonds may be issued after July 1, 2028.

Pledges the full faith and credit of the State of Mississippi to pay bond principal and interest, with any deficiency to be paid by the State Treasurer from general state funds.

Investment earnings on fund amounts shall be used to pay debt service on the bonds, and any remaining funds after project completion shall be applied toward debt service.
