Authorizes issuance of state general obligation bonds not to exceed $500,000 to assist the City of Rolling Fork, Mississippi with improvements to the Rolling Fork Civic and Event Center.

Creates a special fund designated "2024 Rolling Fork Civic and Event Center Improvements Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may mature up to 25 years from issuance with interest rates not exceeding limits in Mississippi Code Section 75-17-101, with the full faith and credit of the State pledged for repayment.

Prohibits bond issuance after July 1, 2028, and provides that any remaining fund balance after project completion shall be applied to pay debt service on the bonds.

Bonds are exempt from Mississippi state taxation and designated as legal investments for trustees, banks, insurance companies, and public entities.
